Cardano Pushes DeFi and Real-World Assets With 120M ADA Program and Copper Proposal

Cardano is making a fresh push to expand both its DeFi ecosystem and its real-world asset footprint.

At the same time, a separate governance proposal is asking for 22 million ADA, worth roughly $5 million at the proposal’s reference price, to purchase physical copper and tokenize it on-chain.

The two initiatives are very different, but together they show Cardano trying to address one of its biggest weaknesses: turning its large community and treasury into more actual economic activity on the network.

Cardano PRIME Targets $200 Million in New DeFi TVL

The PRIME program is being run by AlphaGrowth and has already been ratified through Cardano governance.

The 120 million ADA allocation is designed to support protocol grants, liquidity incentives, AMM yield programs and money-market integrations across the ecosystem. The program runs for 12 months and includes milestone-based releases, audits and mechanisms to return unused funds to the treasury.

Its most ambitious objective is a $200 million-plus increase in qualifying TVL.

That figure is a target, not guaranteed capital entering Cardano.

The distinction matters because incentive programs can boost liquidity temporarily, but the real test will be how much capital stays once rewards decline.

If PRIME succeeds in attracting durable liquidity instead of short-term yield farmers, it could materially change Cardano’s DeFi position.

The Copper Proposal Takes Cardano Into RWAs

The second initiative is more unusual.

Toto Finance is asking Cardano’s treasury for 22 million ADA to establish a strategic copper reserve.

Approximately 14.72 million ADA, or about 67% of the requested budget, would be used to purchase physical COMEX-grade copper. The remaining funds would cover custody, insurance, audits, technology, oversight and execution costs.

Each CuTT token would economically represent one verified pound of copper.

The physical metal would be stored in a COMEX-approved U.S. facility, with reserve attestations intended to provide proof that the tokens are backed by actual inventory.

The plan calls for holding the copper for 18 to 24 months, then selling it and returning net proceeds and unused funds to the Cardano treasury by month 36.

The Copper Economics Are the Hard Part

The concept is interesting, but the economics are demanding.

CoinDesk calculated that copper would need to rise roughly 49.4% for the treasury to recover the full investment if the entire budget is spent and ADA’s dollar value remains unchanged.

That is a much higher hurdle than simply proving that tokenized copper can work technically.

There is also no guarantee that copper prices rise enough, that CuTT gains meaningful adoption, or that the treasury recovers its original ADA value.

The proposal itself acknowledges those risks.

And unlike PRIME, the copper plan is not yet approved.

Current governance data shows the proposal still in voting and facing substantial opposition from DReps, with the approval threshold not yet reached.
